There is currently no reciprocity between states. As of September 2024, 37 states have enacted legislation to be a part of the ACA Counseling Compact. Per Illinois law, if you are licensed to practice counseling in Illinois, you may see your clients located in Illinois via telehealth if you are temporarily or permanently in another state. You will want to ensure you are in compliance with the telehealth laws of the state you are located in. Always contact the licensure board of the state you are planning to travel or move to if you plan to continue seeing your Illinois clients.
You must hold an Illinois license to see clients located in Illinois. There is currently no waiver for licensed counselors. Per House Bill 4797, SOCIAL WORKERS licensed in other states may see clients temporarily coming to Illinois if 1) they have a preexisting relationship with the client 2) sessions are capped to 15 per year, with no more than 5 sessions occurring in one month.
Illinois currently requires a 48 semester hour degree in the counseling field. As of July 2026, Illinois will require a 60 semester hour degree.
The NCE or NCMHCE exams are used in many states. You must pass both to obtain your Illinois License. If you have already taken the exam you will send your test results to IDFPR per the instructions in your application.
